Immigration Dept to Launch Special Digital Pass in January 2025

PUTRAJAYA: The Immigration Department of Malaysia (JIM) will introduce an online Special Pass (eSP) starting January 2025 as part of its efforts to digitize services and expedite government transactions, according to Home Minister Datuk Seri Saifuddin Nasution Ismail.

The Special Pass is a document issued to foreigners, granting them the right to enter and stay in Malaysia for up to 30 days under Regulation 14 of the Immigration Regulations 1963.

Currently, applications and issuance of Special Passes are handled manually, requiring applicants to be physically present at the Immigration counter. This process contributes to congestion, as Special Pass applications account for 50% of transactions at the Social and Professional Visit Pass counter at the Visa, Pass, and Permit Division.

“The eSP implementation will help reduce congestion and introduce a new work culture with a more efficient system,” Saifuddin said during a press conference after the KDN Monthly Assembly, which was also attended by Deputy Home Minister Datuk Seri Dr. Shamsul Anuar Nasarah.

Increasing Demand for Special Passes

In 2023, 139,344 Special Passes were issued, while 119,019 passes had been issued as of October 2024. The eSP is expected to simplify the application process, especially for individuals dealing with emergencies or unique circumstances.

Foreigners awaiting decisions on new applications or extensions of long-term social visit passes, professional visit passes, or those facing issues such as hospitalization, road accidents, natural disasters, or other uncontrollable situations can apply for the eSP facility.

Convenience with Security Measures

Saifuddin emphasized that while the eSP aims to offer convenience, security remains a top priority. Applicants must meet eligibility criteria, submit all required supporting documents online, and adhere to current immigration policies.

Each application will undergo careful review by officers to ensure only eligible foreigners receive the eSP. Applicants who fail to meet the criteria or are not approved will be directed to the nearest Immigration office for further evaluation and clarification.

“The eSP provides a more accessible solution for applicants while maintaining strict adherence to security protocols,” Saifuddin concluded.
